NHPC donates ambulance to Roing district hospital

The ambulance would be used as a Mortuary Van by the District Hospital which was a long felt demand of the District Hospital as it was facing shortage of ambulance during emergency cases especially to lift the corpse in case of accident.

RGU signs pact with University of Missouri on research, academic activities
ITANAGAR, May 12: Rajiv Gandhi University (RGU), Rono Hills and University of Missouri (MU), Columbia, USA inked a memorandum of understanding (MoU) for research and academic activities effective immediately.
Dr. Rachob Taba, Registrar, Prof. S K Nayak, Dean, Faculty of Social Sciences and Prof. Tana Showren, Coordinator of the Oral Tradition Research Project, Department of History of Rajiv Gandhi University and Dr. R Bowen Loftin, Chancellor of MU, Dr. Handy Williamson, Vice Provost for International programs, Dr. Michael J O'Brien, Dean, College of Arts and Science and Dr. John Zemke, Director, Centre for Oral Traditions representing the University of Missouri signed the MoU in presence of RGU Vice Chancellor Prof. Tamo Mibang.
The MoU seeks to promote collaborative research, exchange of research information, exchange of faculty, exchange of students to carry out research works as well as to share technical knowhow, especially in the field of Oral Tradition Research.
The agreement will be reviewed every three years to evaluate the progress and the quality of the cooperation. The agreement may be extended for a period of additional three year upon the written consent of both the parties.

CS asks Govt depts to cooperate in implementing Municipal laws
ITANAGAR, May 12: Chief Secretary Ramesh Negi while reviewing the implementation of Municipal laws at a review meeting held in his office on May 6 last sought cooperation from all departments in implementation of Municipal laws in the state capital and Pasighat as well.
He called upon the departments to cooperate with the Municipal authorities in implementing the Municipal laws and appealed the general public for cooperation to make the two municipalities' clean and safe towns.
The meeting was attended by C P Mansai, Secretary (Law & Judl), Director (UD) and Chief Town Planner among others.
In the meeting, Mansai informed that Judicial Magistrate is yet to be notified as Municipal Magistrate for Itanagar and Pasighat Municipalities and assured that the notification will be issued within one month with the approval of the Gauhati High Court. While Director (UD) and Chief Town Planner informed that Assistant Town Planner would be notified as competent officer to file complaints for violation of building bye laws and violation of town planning laws.
Expressing serious concern over heaps of debris on roads and littering by residents, the meeting decided that the contractors who spread construction materials and debris on the road and the residents who throw garbage on public places shall be prosecuted by the Municipal authorities. Sanitary Inspectors of the Municipality will also be notified and empowered to file complaints and further decided to set up Helpline in the Town Planning department to record complaints of unauthorized construction and violation of building bye laws. HAYULIANG, May 12: Landslides triggered by heavy downpour over the last one week snapped surface communication to easternmost Anjaw district.
The entire stretch of BRO roads from Hayuliang to Tezu and Hayuliang to Chequenty (near district headquarters Hawai) witnessed numerous landslides and washing away of formation cutting and culverts resulting in total disruption of surface communication since May 8, informed Anjaw ADC Hage Ruja.
Further, threat of flood is looming large in the district as water level in Lohit river and its tributaries is increasing rapidly due to incessant rain, the ADC informed.
In spite of all odds, the district administration is making all efforts for early restoration of road communication but continuous mudslide is hampering the restoration work.

3 days training for paralegal volunteers begins
ITANAGAR, May 12: A three days paralegal volunteers training was inaugurated by Justice Manash Ranjan Pathak, Judge Gauhati High Court Itanagar Permanent Bench, Naharlagun today. The training programme is being organized by the Impulse NGO Network Meghalaya in collaboration with Athupopo Social Foundation and supported by Arunachal Pradesh State Legal Services Authority.
The training aims to empower and improve access to justice of marginalized people in Arunachal Pradesh through Paralegal Volunteers. Their role is to raise awareness on legal rights, justice delivery systems and legal services among the rural communities in the state as described by Budi Habung D&SJ cum Member Secretary Arunachal Pradesh State Legal Services Authority.
Hasina Kharbhih, Chair of Board, Impulse NGO Network said the three days training will focus on issues relating to legal rights, imparting practical skills through participatory methods, giving the Paralegal Volunteers the necessary knowledge to receive, assist and give referral assistance to the rural communities.
After the training, the Paralegal Volunteers will be placed in the field to conduct awareness programmes in the rural villages on legal rights and create a bridge to link the community with the justice delivery system procedures.
A handbook was also developed by Impulse NGO Network for the Paralegal Volunteers, to be used as a guide in awareness building, which was released by the Chief Guest today.
‘Women backbone of family, society’
ITANAGAR, May 12: Reminding the womenfolk of their duty and responsibilities towards their family and the society, former Minister Komoli Mossang has suggested them, especially mothers, to take proper care of their children and keep a constant eye on their activities.
Addressing the inauguration day of the three days Mahila Sammelan of Arunachal Vikas Parishad Bordumsa yesterday, Mossang said, "Women are the backbone of family and society. Without women there is no family or social life."
Explaining the role of women, the former minister appealed to them to help maintain a peaceful atmosphere at home. She suggested the womenfolk to keep strict eye on their children so they can't indulge in vulgar and obscene activities in the name of modernity.
She appreciated the programme and the policy of AVP saying that the workers of AVP are doing selflessly in far flung areas of the state.

ITANAGAR, May 12: As the day for the vote counting is approaching nearer, the district elections officers of various districts are agog with activities for preparation and training for counting personnel for error free and peaceful counting of votes on May 16 next.

He highlighted on detail and elaborates procedure of counting of votes and informed that Counting of Postal Ballots will be done inside enclosure of Counting Hall and arrangement have been made so that election agent or counting agent of candidates should not have access to Postal Ballot counting process. Soon after the Postal Ballot counting is over, the counting of polled EVMs will resume immediately as per schedule, he added. He further said that strict care and vigilance must be maintained while counting the votes and its closure.
During the whole process of counting no cell phones or cameras will be allowed to carry inside counting hall. He also categorically mentioned that elaborate arrangement has been made to conduct counting process in more transparent, free and fair manner, besides giving extra care on security arrangements with 24x7 surveillance of CCTV cameras at Sidhartha Hall. Movement of Private vehicles in and around the premises of Sidhartha Hall has also been strictly prohibited till counting process is over, he said.
During the training session officers were briefed on counting of votes, preparing of results sheets, related aspects of EVMs, tabulation, sealing of records etc were demonstrated by Master Trainer S. Bowmik and Saha. Altogether 24 counting Supervisors, 24 Counting assistant and 22 Micro Observers and tabulation team appointed for the purpose attended the training.

and would also be video graphed which shall be sent to the ECI after the completion
of whole process of election. He further informed that use of mobile/cell phone,
smoking and consumption of tobacco products will be strictly prohibited inside the
counting hall. He briefly explained how the counting process would begin and proceed

Terming the counting process as Zero error process, Changlang Deputy Commissioner Chanchal Yadav urged them all to deliver their duties with utmost sincerity. She insisted the counting supervisors to meticulously see while noting down the data in form 17C to ensure that the data is correct. She asked them to have hands on training to operate the voting machine.
To ensure counting process free of all disturbances she strictly prohibited the officers and officials engaged in election duty from bringing cell phones in the counting hall premises on the counting day.
The DC informed that counting of postal ballot will be finished first and then the votes recorded in EVMs. She asked Nodal Officer, EVM to ensure that the EVMs are serially distributed to the counting tables.
Regarding the used EVMs she was confident that all the machines are in good status, however she asked the counting supervisor to refer to the respective RO in case of finding any operational problem with the machines.

DEO seeks cooperation of Political parties
At AALO, in a meeting held with candidates and representative of all political parties at DC's Conference Hall here today, the West Siang District Election Officer M K Sahoo gave a detail briefing on counting procedures and sought the people's cooperation for successful counting of votes for Parliamentary and Assembly election as per the guideline laid down by ECI.
He appealed the members of the political parties to keep trust on election machinery. Security will be tightened and layers of security will be there to regulate entry into the counting halls and parties should cooperate with the police personnel, he said. Traffic movement and parking of vehicles will be regulated and he appealed the people to bear with any kind of difficulties on the day of counting. No mobile set will be allowed inside the counting hall and dissemination of information is not allowed from the counting hall as round wise announcement will be made through PA system. He also disclosed that 15th to 17th May will be declared as dry day to ensure law and order problem and no victory procession will be allowed after the result. The beauty of democracy lies in accepting the mandate of people and no untoward incident should take place after the result to give bad reputation of the district.
Taking part in the discussion, the Superintendent of Police, Rajesh Kumar said that patrolling will go on round the clock with video recording on any bad element and appealed the political parties to share rumors doing the round with him at his given number. He also elaborated on traffic diversion, regulation and parking on the day of counting.
The candidate and representative of all political parties also put their views and suggestions before the DEO for redressal.
2nd phase training for counting personnel held
At ZIRO, the 2nd phase training for counting personnel was held today at Abotani Hall here.
Attending the training General Observer, Assembly Election Nawal Kishore said that the counting is a process that requires utmost patience. He urged the trainees to clear their doubts regarding the counting procedure.
RO 16 Yachuli and 17 Ziro Hapoli KM Uppu advised the counting officials to avoid any kind of arguments with the counting agents of the various political parties. He further said that any discrepancies will be sorted out at the RO table and unwanted movements inside the counting center should also be minimized.
A demo of the entire counting process was demonstrated by the master trainers and the trainees were given hands on training on tabulation of the data entered in the EVMs.

PASIGHAT, May 12: 'Health an implicit right under constitution' stated the East Siang Deputy Commissioner Nidhi Srivastava while interacting with the officers, leaders and insurance personnel of 'New India Assurance (NIA) Co. Ltd' in a consultative meeting held today in the Siang Guest House conference hall to chalk out the final plan to implement the Health Insurance Scheme, launched in the state on Feb 20 last. Among others, ZPC Kaling Dai, Chief Councilor (PMC) Denong Tamuk, Dr. Kabang Lego JDHS, Dr. D Bagra DMO, medical officers, municipal councilors, PRI leaders and insurance personnel of NIA were present.
In her address to the house, the DC said, it is a unique scheme which provides financial
protection to the families living in the state upto Rs. 2 lakhs in a year for the
treatment of serious ailments requiring hospitalization and surgery. According to
her, illness represents a threat to the people's earning and poor families often
ignore it because of lack of resources, fearing wage loss, or wait till the last
moment when it's too late. Ignoring the treatment may lead to unnecessary suffering
and death. Even if they decide to get the desired health care it consumes their savings,
forces them to sell their assets or cut other important spending like children's
education, she added. To avoid such tragic outcomes the scheme was launched and every
family can avail cashless hospitalization (upto Rs. 2 Lacs per annum) through a smart
card in any of the empanelled hospitals located in Arunachal Pradesh, Guwahati, Dibrugarh,
Jorhat, Tezpur, Delhi, Kolkata, Mumbai, Pune, Hyderabad, Bengaluru, Chennai and Vellore,

Lastly we want to request various other departments to came to Mechukha Subdivision and explore the hidden paradise. We want to request Botany Department of RGU to kindly study the medicinal plants found in our areas like Ophiocordyceps sinsensis of fungi kingdom and genesis name Ophiocordyceps sinensis, Genseng plants , Genus Rhodiola Rosa, (CRASSULACEAE). We expect more department of RGU to come Mechuka in near future to explore the hidden paradise.

Dear Editor,
The tragic story of Nigeria where more than 200 school girls was abducted on 14th April by heavily armed Boka Haram Islamist militant is beyond our imagination and a very horrible situation. Boko Haram which translates as "western education is sin" is against the women's education. Its leader Abubaker Shekar criticized the female students for being taught "western education". There are still many places in the universe where girls are banned from going to school. But thank god that our place is not one of them. We are given equal opportunity to be educated. This is reflected in the university also where number of girls outnumber the number of boys. Now world powers including the United States and China have joined in the search operation. So, I would like to request my beloved denizens of the states to support them through your prayer. Lets us join our hand and pray for Nigeria.
Kindly ponder on this line "What if it was your daughter, sister, niece, cousin? What would you do?"
